It all happened during a live broadcast.
It’s not entirely clear why the woman went outside at all – whether it was a trash stream, or she had too much to drink, or a suicidal impulse (rumor has it that the Ukrainian woman was on antidepressants) – but once she found herself on the other side of the window, she was clearly scared.

In addition to the woman herself, there were also her three small children in the apartment.
