Was the woman wrong for throwing a pot of hot water at police? Yes. Would she still be here had she chosen not to do so? Yes. Did she deserve to die? No.

Events like this happen every day, they're not unique. People getting shot or killed by police for not following the simplest of commands, some justified some not. But if you study these interactions you can surely always come to conclude they could have been avoided. Yes sir, and ok sir has always been my form of communication with police.
